He's says it so the implied ending is "until you do".
He may have said this once, or a bunch of times. The one time was enough to have the tone and simplicity of the idea stick in my head, so that often when I'm trying to come to terms with a situation or idea I feel like I should have understood better- it was important enough to understand, so why didn't I? . . . those words, in a charming Eurasian accent will echo through my head.
